HR Tech Europe 2026 wrapped up in Amsterdam on April 23 with one theme dominating every keynote, every panel, and every pitchfest pitch: Responsible AI & Automation in HR. Not “AI adoption.” Not “AI efficiency.” Responsible AI — meaning accountability, transparency, and the right of candidates to understand and challenge the machines that judge them.

If you’re a TA leader or CHRO who missed the conference, the signal is clear: the era of buying AI hiring tools on raw performance numbers alone is ending. Your legal team, your candidates, and increasingly your auditors want to know how the decision was made, who owns it, and whether the candidate had a say.

Before you sign another voice-screening contract, make your vendor answer three questions. Their answers will tell you everything.


Why “Responsible AI” Has Become the Buying Criterion

For the past three years, HR AI vendors competed on automation rates, time-to-hire reductions, and cost per screen. Those numbers still matter. But Gartner’s 2026 TA research found something vendors weren’t expecting: candidates now expect AI transparency and the option to escalate to a human. Not as a nice-to-have. As a baseline expectation.

This shift is driven by three forces converging at once:

  1. Regulatory pressure. NYC Local Law 144 (annual bias audits), California’s AB 2013 (disclosure + human review right), and Colorado SB 205 are creating a compliance floor. Even if your company isn’t in those jurisdictions yet, your auditors are watching.

  2. Active litigation. Workday is fighting ADEA/Title VII class actions. Eightfold faces FCRA challenges. When AI hiring tools go to court, the first question the plaintiff’s counsel asks is: where is the transcript?

  3. Candidate expectations. Eighty percent of candidates already prefer voice AI over human screeners — but only when the process feels fair and auditable. Remove the transparency and that preference reverses.

Responsible AI isn’t a conference buzzword. It’s a procurement checklist.


The 3 Questions Every Voice-Screening Vendor Should Answer

Question 1: Is every screening decision linked to a transcript and per-dimension score?

This is the audit trail question. When a candidate is rejected, can your team pull up a complete record of what was said, how the AI scored each dimension (communication, problem-solving, cultural fit), and what logic produced the final verdict?

Vendors who answer “we give you a summary score” are giving you a black box. That’s a liability, not a product.

What good looks like: Full conversation transcript, per-dimension scoring rubric, and a timestamped record for every candidate — retrievable on demand.


Question 2: Is the verdict advisory (HR-final) or autonomous?

This is the accountability question. Does the AI make the hiring decision, or does it inform a human who makes the hiring decision?

The distinction seems obvious, but many vendors blur it in practice. They give HR a dashboard where the “Strong Go / No Go” verdict is so prominent — and the volume so overwhelming — that HR teams ratify rather than review. Autonomy by default is autonomy in practice, regardless of what the contract says.

What good looks like: The AI classification is explicitly framed as advisory input. HR receives the transcript and score, not just the label. The system is designed to make human review faster, not to make it optional.


Question 3: Can the candidate opt to speak with a human instead?

This is the candidate rights question. If a candidate is uncomfortable with an AI screen — for any reason — do they have a clearly communicated path to a human alternative?

California’s AB 2013 is moving toward making this mandatory. Leading companies are already offering it voluntarily. Beyond compliance, it signals to candidates that your process respects them — which directly affects offer acceptance rates.

What good looks like: Candidates are informed upfront that they are speaking to an AI. A human escalation option exists and is communicated clearly, not buried in footnotes.

Companies that meet these expectations see meaningfully higher offer acceptance rates and candidate NPS. Companies that don’t are starting to see it in their Glassdoor reviews.

The operational upside is real too. When candidates trust the process, completion rates run 3–4× higher than human-screened processes. That’s not a candidate-experience metric. That’s a funnel metric. A higher completion rate at the screen stage means more qualified candidates reaching the offer stage without additional recruiter hours.


Why This Matters Before You Sign Any Contract

Responsible AI is not a feature your vendor adds later. It is either designed into the product architecture or it isn’t. A transcript you can’t retrieve on demand isn’t an audit trail. A verdict labelled “advisory” but presented in a way that makes human review perfunctory isn’t advisory. A human escalation option buried in a help article isn’t an option.
